Help needed understanding a short paragraph

Whatsup guys I rarely find myself here on sythe (first time logging in like a year) but I thought you guys could help me decode this passage. I currently have this bright futures scholarship here in Florida and was considering doing a 3/2 program (Double Major). That being said I find that the wording of this and placement of commas throws me off. Can I get 100% funding or 120 hours only? Considering a 3/2 program would be about 150 hours It would qualify under 100% but not the 120 hour limit. The fact that they mention 3/2 programs anyways makes it seem that they are covered considering all of these programs are over 120 credit hours. My current regular engeneering program is 128 hours atm as well.

    Any feedback is appreciated!

May receive up to 100% of his/her program of study or 120 semester hours (or the equivalent in quarter or clock hours) toward completion of a certificate or a first baccalaureate degree, or for up to five years from high school graduation (if the student was initially funded within two years after high school graduation), whichever comes first. This also applies to students in 3/2 programs who are classified as an undergraduate. Graduate or undergraduate classification is determined by the postsecondary institution.

The only precursor to the may is a subsection titled

A Bright Futures FAS or FMS Recipient: May...

Thats also all I can find that's specific to how my scholarhip may be used.

I have a very common Florida scholarship called the Florida academic scholar which is part of my states bright futures program if you would like to look into it yourself.
