no, it means that the name has been bound to his account by a jagex mod, for instance if he gets hacked and someone tries to offensive transfer his name, it will only be available to take on his account. Basically means the name can never leave his account

 

Yeah this is the case or it may have shown that because a lot of people try to get that name and to stop any possible glitches they left it as banned.

 

Naw he will NEVER Be banned wtf is he so popular.

 

I dare say he would definitely be banned if he were caught breaking the rules in a major way...

They do that so regardless of what happens, the name will always be either on his account or not used at all. That way, no one can impersonate him.
