    I don't believe you can do it anymore you'd have to buy non-jagex launcher accounts from people who have stock like they go for like .50 or so per.

    Creating a osrs account without to be a jagex account ?
    Yeah I created another account just yesterday, and realized I'd probably be better off purchasing an account. The new automated way of logging into an account is absurd. It sucks.
