    Go to bob in lumbridge (axe shop) and use your broken/damaged armor on him, he repairs it for a fee.

    An easy way to do it is to use an armour repair stand in your house. Otherwise you can always find an open house that people are using for prayer (most of these have an armour stand in them). This will work out to be cheaper than having Bob repair it in lumbridge.

    The original question was along the lines of having someone with higher smithing repair the armor at an armor stand for you for cheaper. If you can find someone trustworthy to do this, go for it, but I don't see it being advertised as a service anywhere.
