Looking to buy gamertag “Commander Neyo”

I am looking to buy the gamertag “Commander Neyo”. It is currently in use, and I haven't messaged the holder through Xbox messages as I wanted to start here first. If someone here can assist on a direction to take with this process (assuming the holder of the gamertag is interested) I’d greatly appreciate it.
