Selling Cracked Steam Accounts

Now these members haven't explicitly stated that they are cracking accounts, clearly, there is no such thing as buying them legally and selling them for $.50. I can't really provide evidence that they actually are stealing as they obviously will not blatantly admit to it. If you also notice, all the accounts are also email unverified. That is because accounts that are verified to an email, they sellers cannot gain full access to them* If you cannot ban these members, there should be some type of edit in the Steam Rules. This type of "Random Steam Account {Cheap}" is popping up all over the steam section of sythe.

Edit 1: The true problem is we cannot determine who is steam cracking and who is not. Most steam shops have 7+ accounts. For all we know they secretly have more that have been cracked but are purposely only "displaying" the ones that they are selling on their threads.

The user responds by giving him a free account.

Proof that these accounts are on cracked and copied and pasted onto a mass list of steam accounts. If a seller was in control of his accounts, all of them should work.
