but the toon is on a different account that has no game time.

Will they still transfer that toon to the account with re occuring game time?

Or does both have to have game time.

I'm quite certain that both accounts needs to have gaming time to do a transfer.

Yea they both need game-time

I lvl'd a pally using RaF to 60 & transfered to my main accouny, but my druid is stuck on the other account because it has no gametime

The accounts also have to have to be registered to the same person.

That sucks, so i have to pay a extra 15 bucks on top of the 25 just to take my mage off.

With any paid service (except subscription, of course) both accounts need to be active with game time for the transaction to be succesful. This does NOT include trial accounts, they do not count.
