For the Alliance, you should go to Redridge Mountains, and head over to Alther's Mill. They have Lockboxes that you can use until you are level 100, in which they will turn gray.
I'd have to go check, but I'm still quite positive that there are Lockboxes in Everstill Lake as well in Redridge, but I'm not sure what skill level you can raise to.
