best way is to see the similar websites then you will get lots of idea and go for CMS

You can use Wordpress as your CMS and hire someone to do the design and settings for you. It should be very cheap as so many people do this.

Worpress is very powerful and you can create "real" web sites, not just blogs. Adding new content is extremely easy once you have everything in place.

Also, you can also try joomla. It's a bit more complicated to set up but you can easily add content/elements to the site once you learn how. You can also very cheaply hire someone to do this online.
