Like how do they make it? I know its the Chrome Goggles thing and I know its a .gif and everything.

Animation, you can make anything you want to happen on a screen provided you can make it.

Well it takes a bit opf experience but there are lots of methods research how to make gifs on the internet.Most the tutorials range from novice to expert

Just record the screen and convert the output to a gif. There's an assload of tools that can do that for you.

Record it using a video recording software, then Google "Convert videos into .gifs" and you should be able to find numerous websites that will do it for you.
