I checked the RS trade sections, and the guide sections.
I can't find an authoritative guide on safe trade of RS accounts which answers even basic questions such as how to remove recoveries for safer trade.

Wouldn't it benefit the community if there were a safe trade guide for this topic?

If it exists, it is not easily found. I've searched the site as well as google, and been through over 50 pages of index and thread list.

I would think that something as important as safe trade would be found within 3 minutes. I'm at way beyond that, so I imagine other users must be suffering for it.
