I can do either. Normally with larger accounts or higher stat accounts, I prefer the buyer to create the account, that way the buyer is the original owner, has free reign over the security questions, creation info, recoveries, etc.....After creation you will simply give me the pass of the LVL 3 and I will do my job. This way there is no doubt that I will recover it after selling.
As for the 99's, of course I can do 99's, but remember there is a price for everything. I price very reasonably based on the work involved, but I will not do a $5 99 like some people seem to expect. All pricing will be discussed over MSN so we can always talk about it and come to terms we both are happy with, no matter the request.

Almost every account on this thread and my other account building thread has included desert treasure in the order, although I don't mind doing the quest normally, I am a bit overloaded with things that my bots can't do and am a bit squeezed for time as it is.
