Bibsbips - scammer

On august the 10th i was trying to sell a green dragon mask for 25$.
Some guy was interested but currently only had 20$ in his paypal. Since he was from the same country as me and friendly, i accepted his offer of paying me 20$ now, and he'd send another 10$ BEFORE august the 17th.

So he's sent me 18.45$ (I didnt rlly cry bout the 1.55$ short, since i needed the money asap).
I gave him the mask.
After august the 10th, he never came online on MSN again or ignored me.

Here i asked him to write the deal out in English, and also PM the same sentence to me.


After the trade he says 'Dankje' which is Dutch for thank you.

Is there any reason why certain scam reports remain unanswered? :/
(theres a bunch of scam reports from 22-23 august that never got any reply)
