PayPal / MSN - Scammer Blacklist

I've been wondering about this for a while. How can we stop, or minimize chargebacks.
One thing that I thought of, was a Paypal address Blacklist, Which would get sticky'd somewhere in the RuneScape Black Market.

Personally, over the last few months, I have been very active on sythe (mainly in the RuneScape Black Market), i know from experience that people get scammed every day.

What I'm offering is that I create a thread, which all global mods, admins, owners, and myself can edit in the RuneScape Black Market forum, which consists of a list of paypal emails, MSN's, and other contact ways, that have been confirmed as scamming addresses.

    * Evidence would have to be provided prooving that the person in question scammed, pictures, screenshots, MSN conversations would have to be included.
    * I know that some people use different Paypal addresses to their tradeing email's, but with this system, it wouldn't be a problem. All information relating to scammers could be orderly kept in groups, and therefore easy to see.

I think this would be beneficial to sythe's greater community because it would show us taking a positive step to stop scammers, as well as alerting the public about the scammers.

I'm willing to donate my time and services to look over the thread, maintain it, and keep it up to date.

Any Feedback, suggestions, support, constructive critisism is greately appreciated.

Tis a good idea. I won't deny it.

Because they don't take a few minutes out of their time to read stickies and guides on how to not get scammed. Their refusal to use a middleman also contribute largely to them getting scammed.

Not to be mean, but why would you create the thread? Shouldn't it be more appropriate if a Market Moderator or Staff member do this?

Probably a link to the scam report is enough. To avoid the cluttering of the thread.

    Very true.

    It would.

I support this, for the simple reason that it's a great idea.

From experience, I have an intant buynow for my guide, people pay as a donation, and yet 90%+ of the money that people chargeback is successfully restored to their account, meaning they're scammers.

I was simply meaning, that if required, I'm more then happy to create the thread, and help maintain it if its an extra burden to higher ranks.

Another way to clear this up is that people leave links? So we view the links, much like a scam report. BUT there is a floor in the scam report section, as stated above, people use different MSN's + paypals, so it can be very hard to proove it was them. For this, individual paypal emails can be added to the list.

I would support this, but it would be extremely hard to maintain. Just have a look at the list of the accounts not to purchase, it is very rarely updated

I'm sorry to ruin your parade, but this idea is full of fail. Think more before posting suggestions like this.
    Listen:
I say X scammed me, he recovered his acc after 3 years, X says, wtf no I didn't. Will his Paypal & MSN go on the list?
There's no way to prove accounts being recovered, there is no true way to prove a used pin (you can use it then try and frame someone saying you never activated the pin and he scammed you that's why you charged back.) Who will you believe?
Very bad idea, this would bring up EVEN MORE framing, bad decisions and bullshit. No support.

As the others said, this idea is good, but demands a lot of attention. I don't think it's as big an issue as the guide section at the moment. And many people might try to frame people this way, so I simply suggest putting the addresses of those reports that have irrefutable proof that person X did scam. We can't simply guess whether he/she did it or not.

So yes, the current best solution is to not get scammed.

And kfjjjdst, learn to be polite.

Won't work, you can add banks/ccs to more accounts. PayPal blacklist WONT work at all. Even a non-verified could easily still scam sadly :(.

It's a reasonable idea, but it may become a problem when people - who have nothing to do with Sythe - get their paypal stolen and used here. They're not going to happy having their name associated with a scam list if they had nothing to do with it, and scammers will lie to try and get their names off the list.

It's also not the sort of thing I would expect people to provide adequate proof of. When the chargeback is instant, sure - but if it's a week or two later, I expect very few people will have full screenshots of the trade.

I wouldn't say a PayPal blacklist but a MSN one is surely needed. It would make banning ban evaders a lot easier.

Yeah it wouldn't be easy to maintain, but I think it'd be an awsome way to see who scams etc. Sufficient proof would need to be shown, or they wouldn't be added onto the list. This isnt really going to help account recoveries, but paypal chargebacks, thanks for tips.

I think this would benefit the community. This, however, would need constant updating and will become very cluttered. If the thread is able to be maintained, then I support.

There is a 400+ Accounts not to by, so I can't see why there shouldn't be an email/paypal list.

    I support this idea.

Thanks guys, Yeah, like every thread, it can get messy and unorganised, it'd be hardest at first. But once its up and running, and systems are in place, I don't see it being all too hard to maintain.

If something like this would be implemented, I say instead of making a thread dedicated to this, make either a custom vBulletin mod with a page of emails (that are stored in a database) allowing users to search through, and only staff would have the ability to add/modify/delete entries. Or have that, but on a page separate from the forum (something like the donations page).
