Malicious?

Someone posted a thread of "The best RS Bot" and it was said to be powerbot and he had a download link in his thread of something seeming extremely off which was a mediafire link.

This is clearly a mediafire download which isn't where the bot is. It's also a .rar file but someone from the thread said it contains a .exe and the file size is like 88 kb when powerbot is really like 730 kb just for the java thing.
