Ulti Not-Scammer

The trade was for a 3 month netflix gift code for an upgrade. The pictures are below. As you can see in the first message he clearly agreed to give me the upgrade for the code. Now he wont because of a problem on his part, not mine. I offered to buy him the code originally and he agreed. I didnt have to help make him a Netflix account. Nor did he mention any Paypal issues beforehand.

I would also like to add if his paypal is Limited why is he offering on peoples account threads that only take paypal?

Ending Note; I would like my upgrade applied to my account. He is obviously trying to scam if he said his paypal was limited in PM. But then today he is offering to sell people Gp via paypal and buy there accounts. Just because he hasnt used the code doesnt mean anything. I went out of my way to buy it because that is the deal we agreed on and then he backs out and still has the code. It was sent to his email and that is irreversible and I can't just cancel the code after bought or I would have already. If this doesn't constitute a ban or a refund then I hope it would constitute a twc. And I believe Ulti Not used to have a twc.

Or buying accounts such as here: (He is offering on tons of high leveled accounts. Yet his paypal is apparently limited. I'm sure he will use the excuse that he buys with W/U but if his dad still controls his computer usage as said in some of his threads and his upgrade selling thread, I doubt he is even 18.)

if the code gets used then make another report, if not, try and sell it, he doesnt have to pay you.
