Reporting a scammer

First he said he sells STEAM_0:0:3 but his screenshots tells STEAM_0:1:X

Second he says, "ok, it was 0:1:3" but this account (community profile is public and can be found by converter) says this account has 29 games. First he said his account is HL1 only.

Thirt he says he just owns the password and not the account, so he wants to sell an account he does not own, which is against the rules.
