I AM KAM scammed me 30M

Briefly explain the trade: 60M for $45 on paypal (0.75/M)

How they scammed: So i didnt want to risk my whole 60m and i was willing to going first so i offered if we could do 30m - 22,50 - 30m - 22,50, after he accepted we both met on rs i gave him 30m then he simply logged of rs telling my on msn that he was logging on paypal but he logged off right after

well i didnt took picture in-game but i think that the fact that he logged off both rs and msn is obvious, the worse is that he's still online on the website

so whats happening? he won't be banned only cause i couldnt take picture on rs?
