Thieving, or Smithing, because they're probably the simplest to get, especially if you have the cash for smithing.
For the best looking cape: I'd say fishing. The blue looks nice.

Agility because its probably one of the rarest seen cape other than summoning (for me) and because now agility plays a major role in your Energy.
Smithing on the other hand IS a VERY GOOOD money maker when you near the 90s because EVERY1 in f2p uses Rune (cept pures)
Thieve is a bad one because 1.I think it takes forever and gets boring 2. it doesn't exactly help you in-game but on the bright side its 1 bad ass cape =\
