and if they do can you get it back?

When your banned they remove you from the high scores after a period of time if thats what you mean, if you do then yes they restore your account.

Nah they don't go through there database. Trust me, they won't go through millions of accounts on the database looking for inactive ones

They've removed accounts from their database before. It's not as if each inactive account is hand-selected and deemed inactive by a person. While this happens rarely, they can just automatically remove every account that hasn't been active in, say, five years.
