The new system is really weird. Generally, if you have
your own email registered to the account, and are only recovering a forgotten password, you'll be directed to a link where you can instantly set a new password. If you don't have an email registered, you'll go through the normal recovery system, and depending on how much and how accurate your information is, the recovery should take about 10-15 minutes.
However, that isn't always the case. If you're recovering a locked account, you'll always be required to go through the regular recovery process (previous passwords, recoveries, creation details, etc.). How long it takes to recover it depends on how accurate your information is; the earlier the better. If you're the original owner, a locked account appeal with sufficient accurate information takes about 30 minutes
In either case, if you're the account's original owner and have a lot of information on it (accurate information), the recovery process will be a lot quicker.
That's basically what it comes down to; the more details you have, and the earlier they are, the sooner your recovery appeal will be accepted.
