If I started a VPS host (either Bluesquare -UK, Rapidswitch - UK, or The Planet - USA [Datacentres]) and I did not directly target it at any specific game, but rather said it was configured to use Java and such and have an 'assortment of Java applications' on it, who would use it?

I'd also whitelabel each vps /node so Jagex couldn't see the specific hostname of the VPS, which makes it much easier to ban you with a simple rDNS.

Obviously it'd all have it's own website and such, totally legit.

Prices haven't been decided as of yet, just something I may look in to.

You'll have to oversell a lot to actually break even...
Most people buy budget-oversold-low quality VPS's (For botting).
The problem is that if your target market is the botting community then you won't survive. Each VPS would need ~386Mb of ram to function with one bot. You can get Intel core 2 Quad servers with 8GB ram for ~$200 each. That means the pricing would have to be $12.50 per 512MB node... which some people will find expensive... The only way would be to make the server swap around 16GB. That would equal 24GB ram in total, meaning $4.17 per node 512MB node (48 nodes per server). Then just bump up the price to $6.99 which will aquire $2.82 per node, resulting in $135.56 profit per server.
The easiest thing to do would just be to pick up offers from WHT and re-sell then.

If you target only one crowd you'll never make it as a business. If you want to start something like this, have servers of all types at your disposition for the best variety.
