I was wondering if someone could make/find me a eye of newt buyer and banker.

It would buy them in the rune shop in port sarim and bank them in draynor.

I searched for one but couldn't find any, i may have overlooked some.

I'm kind of a noob when it comes to bots though so help setting it up and getting it going would also help.

There is a very good one. It was made by Dont Panic I believe. DPNewtbuyer I think its called.

Have you searched Rsbot.org forums?

i went onto them but when i get to bots part it says that i lose connection or something I've tried it like 5 times. If you can find it for me ill vouch

Use RSBot and this script. I'm pretty sure you have to be registered at RSBot to see the links.
