So I made a program in VB.net using VS 2005. I want to compile the program and make it executable in other computer.
Can someone walk me through it. What things do I need?
I want to use the program in other computer which doesn't have VS.

Once you debug the program the executable will be in the 'bin' folder for that project. When someone opens your program on their computer they must have the correct .Net Framework version (or higher). As you are using Visual Studio 2005 then your programs compile using .Net Framework version 3.0 by default I think. But i'm not sure.

And yeah you need .net framework. and will also depends on your OS I believe.
I installed .net Framework 4.0 on my XP desktop, but the setup installer of the program I created still downloaded for 2.0 version.
