Do you need a Dice Clan advertised? A Merching clan? A gold site?
I am here to offer you my services.
What I do
I can make RS accounts, essentially as many as you require, and advertise for you ingame.
How many accounts can I run?
It depends on you! If there is a demand to have more accounts advertising, I'll make more accounts. There is no limit!
Pricing
Pricing will done per hour per account, but it will be done on a case by case basis, i.e. a large order will be cheaper than a smaller order. P2p advertising will also be slightly more expensive than f2p advertising.

May i ask why members would be more when it is free for 14 days?
also, Does that mean you can advertise over 100 accounts, as id be interested if you could do ALOT at a bulk price.

Members would be more if the order was for an extended period of time - it's not going to be much more expensive, but it does give the inconvenience of having to make new accounts.
I could probably do 100 accounts at bulk price, but it's not going to be cheap :P (Since I'd have to pay for more servers and all - and there would be a minimum timelength to order).

It depends on the size of the order, i.e. how many accounts, for how long, etc.
