I think that this is a local message because the addresses are the same up until the final set.

I think this would be moved up because in the source, it is 192.168.1.5. In the destination it is 192.168.2.10. The two and one are separate.

The lengths of addresses do not have anything to do with it being sent to another layer; it is the similarity of the addresses.
Again, this is what I infer, but this is not guaranteed.
