Xbox 360 Help
Okay so today, I was playing some Modern Warfare 2, when my sister knocked a fan onto my xbox, and it made the disc stop, and it put a huge ass scratch in it. I took it to a local video store, and they tried to buff it out, but it didnt work. So im wondering if i can download the game to the hard drive, and play it, even if the disc is unreadable(I can get so far, but cant actually play the game, like in a game)

You can try exchanging the store for a new one, or calling the number on the game itself and asking for a new disc.
I think you MAY be able to download it from xbox live but that's a shot in the dark as I haven't played it in a while.
I do know that most companies allow you to call them for a new disc though, and even the gamestop store might help.
Also, try using another 2 games to ensure it's not the disc(2 because sometimes with disc problems 1 game will work and 1 won't)

I've also heard from some fucked up reason, MW2 disc gets random rings somehow. I mean i dont move my system while playing it. Before i move it, i take the disc out and turn it off.

Your xbox definitely might be a game error then.
Try some of the things I mentioned above, especially try using games that are worth $5 now.

Put in another game and see if any game is readable. If not, then the LED light that reads the disk could be broken or out of place which results in failure to read the disk. Take insight into seeing if it will read any other games as it could just be the game disk.
Otherwise, it seems the hard drive works fine if you can insert a CD so you could try to use Games on Demand, or simply making a soft copy from the disk to the hard drive =)

Borrow your friends COD mw2, install it to your hard drive, then put in your disc and try playing from hard drive.

If the scratch is deep, then it's not going to work. This happened to my copy of need for speed carbon a few years ago. 360 fell down when my shelf collapsed and it started making loud whirring noises. I checked the disc and could see a huge circular scratch all around. No way to repair it, eventually I gave up.
The thing about installing to hard drive is that it requires the entire game to function correctly, I tried and when it loaded the data that was on the scratched part of the disc it stopped and wouldn't install.
Sorry to say, you might need to call them up for a new disc, or just buy one.

Most likely you will not get a new disk or a refund for it because of the fact that it wasn't the machine itself that scratched the disk. I suggest getting a new disk somehow then downloading it to the hardrive and getting something called D-Skins...they are like a let protective covering for the disk so that if it scratched anything it just scratches the covering and not the disk. That's what I do for all the games that I play on a regular basis.
