Why not buy a whole new tower instead of using a prebuilt computer?

I advise getting a larger ram. 2.4GHz will be stable for a while, It is better to get a dual core processor or even quad with EACH 2.4GHz . I Like the terabyte hard drive

I would not advise this.

You are taking all of the essential parts of a System Unit and spending less than $150 (refurbished) combined on big things, such as a Processor and Motherboard. The processor and Motherboard should be big drops in the bucket as far as the overall amount you are willing to spend on a System Unit goes. The parts you are choosing to upgrade are not nearly as important to the overall performance and quality of the machine. Perhaps you should rethink your strategy as far as how your list of priorities should be when assembling the System Unit.
