Only applies to the character that made the level. You can easily make the level on another account, swap characters and kill it as normal. Assuming you have a couple people with you in the game.

I remember that if you put a item that's socketed with a Rune or a Gem already, you put a Hel rune in it, and then it will either have an open socket or no sockets, can't remember if it does or not.
