I believe there should be a section on the forums where people can swap accounts and one for just money/paypal/wu trades. I'm sick and tired of people offering swaps for the accounts. You guys should make it easier on those who want to completely get rid of all runescape accounts and just make a section where we can jsut swap. Another section could mainly focus on just accounts for money. Please think about it.

No. This isn't a constructive idea at all. It's easy enough to deny an offer or put in your post you don't accept swaps.

but people always put how bout this or how bout that. even when it specifically says no swaps and only paypal

I support this, but not fully.
In the Non-Virtual Items section, people can't "Buy" stuff with accounts.

There should be a rule added where you can't create threads to "Buy" accounts with accounts, and can only do swaps if the person who is SELLING the account specifically states that they accept swaps.

Infractions are already given if someone offers a swap when "Paypal/cash only" is stated.

Fractions are private which is probably why you haven't seen anyone being infracted. If you report someone and check back to the reported post, you'll probably see a reply like "Thanks, done." unless the moderator is busy and just did it without a reply. It's basically considered spam when a person does not read the seller's post and automatically offers a swap when the seller states he only accepts cash.
