Name Sales Sticky
I know that it is now against the rules to write "PM me" on a thread in the name sales section. Still, the majority of users ignore this rule because its posted only in the name sales rule thread, which a fair amount of people obviously do not read.
My suggestion is just to sticky an individual post stating this rule to make everybody more aware of it

No support. There are already quite a few stickies in that section and adding another one for a rule that is already stated there would be useless. If someone isn't reading the rules sticky then they aren't going to read a separate sticky either.

The rule was added to stop people from posting PM me, but still nobody follows it because nobody read the rules
You could post the rule in the title, like this forum for example where it reads I support as spam. People wouldnt have to click on a thread because its right there in plain sight

Even as much as I'd like to support this, I'm going to say no support. As x339 said there is already many stickies in that forum, and there is no need for one that is already in the rules.
If somebody posts saying PM me, just report the post. They will soon learn from not reading the rules..

Not every rule needs a sticky, I don't think this is really major, if anything it's just free bumps for all the name sellers. No support
