Default How does Item Exchange Work

Hi. Please help. I am new and i have a question. Im sure many of the people do. I see people selling party hats. How do i buy it from them. I heard its for trade price. Is there a difference in GE price and trade price. How much is a party hat at trade price. Thank you so much.

Right now, before free trade, you are paying the grand exchange median price for the item + USD.


Street Prices:
purple -minimum GE (300M with junk)
yellow -600m/ might be able to snipe one max ge. (falling really fast)
green -800-900m
red -2 greens
white -2 red
blue -2 whites
