basically i bought an account from his on the 20th ([Paypal Only] Awesome 1-78-1 Mauler [Legit]) , i go back to go on it today, pass is changed, i ask him about it, he says he didn't take, fair enough, when i ask him to recover...

well just look.

There's no real way to tell which one of you is telling the truth, so if you see him reselling this account, or find another way to proof that he did indeed recover it then please report it or PM me.
